VII. PUBLIC PARTICIPATION REQUIREMENTS <br />The City of Santa Ana has made every effort to comply with its Citizen Participation <br />Plan as delineated in the 2000 — 2004 Consolidated Plan. As required by HUD and the <br />Citizen Participation Plan, a public hearing to review the accomplishments and <br />evaluation outlined in this report was held on September 7, 2004. A public notice <br />regarding the public hearing was published on August 23, 2004. This public notice also <br />announced the dates for the required 15-day comment period. The comment period <br />began August 24, 2004 and ended September 7, 2004 at noon. <br />Public comments received by the City during the public hearing and the 15 -day <br />comment period are summarized below. <br />SUMMARY OF PUBLIC COMMENTS <br />15 -Day Comment Period 8/24/04 — 917/04: <br />■ No written comments were submitted by members of the public during or at the end <br />of the 15 -day public comment period. <br />SUMMARY OF PUBLIC COMMENTS <br />Community Redevelopment and Housing Commission Public Hearing 9/7104: <br />• There were not comments from members of the public attending the public hearing. <br />• A question /point of clarification was raised by a Commissioner. Commissioner <br />Turner sought clarification on the amount of CDBG funding spent on housing and <br />parks. Specifically, was the amount of funding listed in the CAPER the only CDBG <br />funds expended on housing and parks? Staff explained that some CAPER reports <br />will only report the amount of funds expended on housing and park related projects; <br />however, other reports will show that there is substantially more CDBG funding <br />allocated for park projects. Most housing activity is funded with HOME and <br />redevelopment funds. <br />• A related issue regarding regional housing needs ensued; however, this discussion <br />was not directly related to the CAPER. <br />52 <br />19E -55 <br />919/04 <br />
