City during 2003 -2004 report period were programs aimed at assisting (and reducing <br />the number of) families living at or below poverty. Over 38,000 youth were provided <br />services such as gang diversion, counseling, education, art appreciation, and <br />recreation. Programs such as delivering meals to homebound seniors and referral <br />services for the elderly living in rest/guest homes or via the senior center, addressed <br />the needs of over 1,880 Santa Ana seniors. Other public services provided during the <br />report period included services for the disabled, medical /dental care, substance abuse <br />recovery, and crisis intervention programs. <br />During the 2003 -2004 report period, the City expended substantial amounts of the four <br />federal grant funds covered by the Consolidated Plan: <br />These funds were expended on activities aimed at meeting the many challenges faced <br />by the City of Santa Ana; to preserve and create a quality living environment for all <br />residents; and to address the City's community vision as delineated in the 2000 -2004 <br />Consolidated Plan: "The City's purpose is to provide quality service to enhance <br />the safety, livability, and prosperity of the community. To this end, the City will <br />implement programs and activities aimed at establishing a dynamic urban center <br />acclaimed for its investment in its youth, neighborhoods, cultural diversity, <br />economic climate, and quality government services." <br />0 <br />19E -9 <br />9/9/04 <br />
