This new federal law required that the <br />Santa Ana Workforce Investment Board (WIB) submit a five-year strategic <br />plan that delineated how job placement and training services will be <br />provided to local area residents and businesses. The Five-Year Strategic <br />Plan for 2000-2005 was approved by City Council on March 20, 2000. <br /> <br />The Strategic Plan includes discussion on the following components: plan <br />development process, vision and goals, analysis of the labor market, the <br />one-stop delivery system, the leadership role of the Workforce Investment <br />Board, youth activities, the role of the Youth Council, administration and <br />compliance requirements. <br /> <br />The State of California has requested that each Workforce Investment Area <br />amend its original Five-Year Strategic plan to more accurately reflect the <br />services offered and the labor market after four years of service. For <br />the most part, the changes to the body of the plan are minor and are <br />included for clarification and are updates to what has actually occurred <br />verses what was planned. The W/O/R/K Center continues to experience an <br />increase in the number of clients looking for assistance in their job <br />search. Over the past year, the W/O/R/K Center has received approximately <br />60, 000 visi ts from clients as the unemployment rate has risen from 4.2 <br />percent in 2000 to 6.3 percent in June 2004. <br /> <br />19C-1 <br />
