<br />CITY COUNCIL MEETING DATE: <br /> <br />. <br />~ <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />SEPTEMBER 20, 2004 <br /> <br />TITLE: <br /> <br />APPROVED <br /> <br />ADULT AND YOUTH EMPLOYMENT <br />SERVXCES CONTRACT WXTH ORANGE <br />COUNTY DEPARTMENT OF <br />EDUCATXON <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 SI Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />.j <br /> <br />ad2a <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement wi th the Orange County <br />Department of Education in an amount not to exceed $57,346 to fund a One- <br />Stop Liaison to provide employment and case management services to <br />Workforce Investment Act Adult and Youth participants. <br /> <br />DISCUSSION <br /> <br />For the past two years, the Orange County Department of Education has been <br />providing services to the Santa Ana W/O/R/K Center through a One-Stop <br />Liaison who assists the one-stop customers toward various adult education <br />and training opportunities available through the Regional Occupational <br />Programs. The One-Stop Liaison also provides critical staff support under <br />the Youth Service Navigator component. In addition, the One-Stop Liaison <br />recruits youth for program services through interfacing with providers and <br />local agencies, assi s ts wi th determining eligibi li ty, tracks and records <br />youth participants' progress and follow-up activities, and conducts one- <br />on-one meetings with service providers to address individual issues and/or <br />questions pertaining to performance standards. <br /> <br />Due to continuing state budget reductions, the One-Stop Liaison position <br />wi th the Department of Education remains in jeopardy. Staff recorrunends <br />that the contract with the Orange County Department of Education be <br />renewed to ensure that Adult and Youth participants continue receiving <br />invaluable services. <br /> <br />25G-1 <br /> <br />
