<br />Contract Award to Mike Linares, Inc. <br />for Preparation of the Five-Year <br />Consolidated Plan <br />September 20, 2004 <br />Page 2 <br /> <br />A request for proposals was prepared and a public notice requesting <br />proposals for the preparation of the Five-Year Consolidated Plan was <br />published on July 23, 2004, in the Orange County Register. Four request <br />for proposals were issued to interested parties. The only proposal <br />received was submitted by Mike Linares, Inc. for $48,419. <br /> <br />A committee reviewed the proposal to determine if it met the <br />qualifications specified in the Request for Proposal. The proposal met <br />all of the qualifications based on consultant's experience: working with <br />Federal and State regulations regarding Housing and Community <br />Development i preparing the same reports for government entities i and <br />knowledge of the Santa Ana market. Mike Linares, Inc. has provided <br />professional services to local government agencies for ten years. Mike <br />Linares, Inc. has been preparing annual HUD-required action plans and <br />performance reports for the City of Santa Ana since 1997 and for the City <br />of Costa Mesa since 1996. Mike Linares, Inc. prepared the 2000-2004 <br />Consolidated plan for the City of Santa Ana and the City of Whittier. <br />Additionally, Mike Linares, Inc. has worked with the County of Orange for <br />several years on homeless issues including the preparation of the <br />continuum of care application. This experience gives Mike Linares, Inc. <br />the knowledge of housing and community development issues throughout the <br />county and within the City of Santa Ana. With this knowledge, staff is <br />confident Mike Linares, Inc. is able to complete the Five-Year <br />Consolidated Plan.
