<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />SEPTEMBER 20, 2004 <br />TITLE: <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT FOR TRAFFIC SIGNAL <br />SYSTEM SUPPORT SERVICES <br /> <br /> <br />/2 <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with Ron Garrett to <br />provide citywide traffic signal system support services in an amount not <br />to exceed $70,200. <br /> <br />DISCUSSION <br /> <br />Currently, the Public Works Agency's Traffic Engineering section has <br />three vacancies. The latest vacancy occurred when the most experienced <br />traffic systems employee retired on July 30, 2004. This employee was <br />responsible of managing the citywide traffic signal system. Although the <br />recruitment for this position is underway, it will take approximately <br />four to five months to fill the position. Also, training for the new <br />hire may take up to six months before the citywide signal system can be <br />operated independently. <br /> <br />Under the circumstances, there is an urgent need in the interim for a <br />part-time contractor who can manage the citywide traffic signal system <br />properly. Ron Garrett is a retired employee from the City of Newport <br />Beach with twenty-two years experience in operating a signal system <br />similar to Santa Ana's. The contract employee will work up to thirty <br />hours a week at a competitive rate of $45 per hour. Staff is <br />recommending execution of an agreement with Ron Garrett as a part-time <br />contractor in an amount not to exceed $70,200. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />There is no environmental impact associated with this action. <br /> <br />251-1 <br />
