MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 18, 1972 <br /> <br />The meeting was called to order at 1:00 P.M. in the Council Chambers <br />of the City Hall Annex, 530 North Ross Street, with the~following <br />Councilmen present: Ray Villa, Vernon S. Evans, Wade Herrin, J. <br />Ogden Markel, Harry K. Yamamoto, and Mayor Lorin Griset. Councilman <br />Jerry M. Patterson arrived at 1:15 P.M. Also present were City <br />Manager Bruce C. Spragg, City Attorney James A. Withers, and Clerk <br />of the Council Florence I. Malone. Evidence of proper notice of <br />the adjourned meeting having been given was on file with the Clerk. <br /> <br />PUBLIC HEARINGS <br />CERTIFICATES OF PUBLIC <br />CONVENIENCE AND NECESSITY <br />BLUE-WHITE CAB CO. AND <br />QUICK CAB CO. <br /> <br />The public hearings to consider <br />the applications of Gordon P. <br />Wiggins dba "Blue-White Cab <br />Company" and Harvey S. Cole <br />dba "Quick Cab Company" to <br />operate 33 and 20 taxicab~ <br />respectively, in the City were continued from the prior Council <br />meetings of December 12, December 7, December 4, November 20, and <br />November 6, 1972. <br /> <br />The Mayor announced that the hearings would continue to relate to <br />the consideration of the fitness, willingness and ability of each <br />of the applicants and summarized the previous proceedings. <br /> <br />Mr. Charles Schlegel, Attorney, 433 Civic Center Drive West, stated <br />that the police reports that had been presented to Council during <br />the hearings contained the same information that had been considered <br />by Council in February, 1972, when permits had been issued to Mr. <br />Wiggins; that Mr. Wiggins had gone to the Department of Motor <br />Vehicles Office in Santa Ana, and had received a letter from them <br />dated December 14, 1972, which clearly showed that no revocation <br />of driving privileges had ever become effective except for a <br />nine-day period in December, 1971; that Blue-White Cab Co. was <br />presently in operation in the County and had just been cleared <br />to operate 47 cabs and 42 drivers in Tustin; that there was no <br />reason for them to be outcasts in Santa Ana when they had qualified <br />elsewhere; that prior to February, 1972, Mr. Wiggins had met with <br />staff, as requested, to attempt to clear up certain items contained <br />in police reports and that each item had been thoroughly discussed. <br />Referring to the letter from DMV, Mr. Schlegel stated that all <br />items listed involved a single traffic accident; and that Mr. Wiggins <br />had never had his driver's license taken from him. Mr. Schlegel <br />reminded Council that the requirement of fitness is a specific aspect <br />of the Code; that Mr. Wiggins has been in business in Santa Ana; <br />that all cabs have been recently inspected to do business in Tustin, <br />and that he wants to do business in this community; that Blue-White <br />Cab Co. has not run the best operation in the City but there are <br />many businesses that have had trouble in growth and in organization; <br />that the problems of UTO had been fully revealed; that when Mr. <br />Wiggins had received the authority to do business in this community <br />he was the only one that had put in direct telephone lines; and that <br />Blue-White Cab Co. has operated in Tustin for six to seven years, in <br />Orange for 5~ years with six full-time permits and 20 occasional per- <br />mits, and in Garden Grove for four years with six permits. <br /> <br />CITY COUNCIL MINUTES <br /> <br />459 <br /> <br />DECEMBER 18, 1972 <br /> <br /> <br />
