DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT HOUSING <br />OPPORTUNITIES FOR PERSONS WITH <br /> <br /> <br />;IDS PRMa _ <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an amendment to the agreement between the <br />Ci ty of Santa Ana, AIDS Service Foundation Orange County and Solari <br />Enterprises, Inc. in the amount of $45,000. <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an amendment to the agreement between the <br />Ci ty of Santa Ana and the County of Orange Health Care Agency in the <br />amount of $190,000. <br /> <br />DISCUSSION <br /> <br />Since 1997 the City of Santa Ana has contracted with AIDS Services <br />Foundation Orange County and Solari Enterprises, Inc. to administer the <br />Rental Assistance Program (RAP) funded under the Housing Opportunities For <br />Persons With AIDS Program (HOPWA). Due to the increases in the Orange <br />County rental market, the direct Housing Assistance Payment portion of the <br />contract was greater than anticipated. Staff recommends that prior year <br />unexpended Housing Assistance Payments be used to amend the agreement with <br />Solari Enterprises for an additional $45,000 to cover these increases in <br />rental payments. <br /> <br />The City of Santa Ana has contracted with the Orange County Health Care <br />Agency since 1993 to provide supportive housing services for persons <br />living with HIV/AIDS. During the last HOPWA funding cycle, the Orange <br />County Health Care Agency was unable to expend all the funds within the <br />one-year term due to its contracting procedures. Staff recommends that <br />the County's current agreement be amended to include the $190,000 of de- <br />obligated funds from the County's FY 2003-2004 contract. <br /> <br />25C-1 <br />
