<br />in California to divert fifty percent of solid waste generated <br />from landfill disposal by the year 2000. As part of the General <br />Plan, the City of Santa Ana has prepared a Source Reduction and <br />Recycling Element, which describe how the city intends to comply <br />with the mandates of AB 939. In order to comply with the <br />requirements of AB 939, the City has implemented several waste <br />reduction programs including green waste programs, source <br />reduction programs, and recycling programs. The proposed project <br />would be required to comply with the City's recycling program to <br />reduce the demand for solid waste disposal. Compliance with the <br />City's recycling program would reduce long-term solid waste <br />disposal service impacts to a level considered less than <br />significant. No significant adverse impacts would be associated <br />with providing solid waste disposal service for the proposed <br />project. <br /> <br />XVII. MANDATORY FINDINGS OF SIGNIFICANCE <br /> <br />(A) No Impac t <br /> <br />Implementation of the proposed project would not substantially <br />reduce the habitat of fish, wildlife species, or historic <br />structures in that no fish, wildlife populations or historic <br />structures are known to exist on the project site. <br /> <br />(B) Less Than Significant Impact <br /> <br />Implementation of the proposed project would not result in <br />significant cumulative impacts. The project's incremental <br />contribution would not be cumulatively considerable because the <br />proposed project would comply with the applicable requirements <br />of the Uniform Building Code, conditions of approval, mitigation <br />measures and applicable City Ordinances, which provide specific <br />requirements that would avoid any significant cumulative impacts <br />within the project area. <br /> <br />(C) Less Than Significant Impact <br /> <br />The proposed project involves the construction of a coffee <br />shop/commercial retail use. The project would not have any <br />direct or indirect adverse impacts on human beings. Mitigation <br />measures have been required for the construction and operation <br />of the proposed project to insure that the project would not <br />have a direct or indirect adverse significant impact to human <br />beings or the environment. <br /> <br />XVIII DETERMINATION <br /> <br />17 <br /> <br />jasSo:S8 <br />
