La Rosa Jr., to <br />provide asset forfeiture consulting services to the Police Department in <br />an amount not to exceed $28,800. <br /> <br />DISCUSSION <br /> <br />The Police Department's Special Investigations Unit is responsible for <br />handling narcotic investigations. To ensure the effectiveness of the <br />operation, it is necessary to recognize and identify narcotics-related <br />assets that are subj ect to State and Federal forfeiture laws, which are <br />extremely complex. <br /> <br />In 1998, the Police Department entered into an agreement with Joseph R. La <br />Rosa, a recognized expert in the field of asset forfeiture, to ensure that <br />the City is in compliance with all mandated State and Federal forfeiture <br />regulations, and that the City maximizes full asset forfeiture <br />entitlements. In the past years, the increase in revenues generated by the <br />asset forfeiture program has exceeded the cost of his services. Mr. La <br />Rosa has performed in a satisfactory manner; therefore, staff recommends <br />this renewal. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the Police Department, Special Investigations <br />Contractual Services Account (account no. 11-342-6291). <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />I'.
