This information is <br />used to dispatch calls, allocate resources, trace emergency 9-1-1 calls, <br />check local, state, and federal record systems, and provide emergency <br />information to both community members and police officers. Additionally, a <br />CAD system provides police dispatchers and police officers with updated <br />information regarding call status, available personnel, suspect <br />identification, city maps, and access to additional emergency and non- <br />emergency resources. <br /> <br />Advances in technology have resulted in doubling the speed and <br />sophistication of computer systems every 18 to 24 months. The police <br />department's current Computer Aided Dispatch system is approximately 10- <br />years old. Due to its age, the CAD has become outdated, expensive to <br />maintain, and lacks advanced features that enhance safety for both <br />community members and police officers. <br /> <br />On February 17, 2004, the City issued a Request for Proposal to provide <br />Computer Aided Dispatch systems. Proposals were mailed to eight vendors <br />and advertised in the Orange County Register on February 18, 2004. An <br />additional seven vendors contacted the police department requesting <br />proposals. A total of eight proposals were received. Each of the <br />proposals were reviewed by staff members of the Technology and Support <br />Division and were evaluated on the following criteria: responsiveness to <br />the RFP, quality and number of references, demonstrated ability to provide <br />comparable services as requested in the RFP, level of service, maintenance <br />plan, financial stability and resources, and cost. <br /> <br />25G-1 <br />
