<br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />April 27, 2004 <br /> <br />CALL TO ORDER <br /> <br />The meeting convened at 5:50 p.m. in Room 831 of City Hall. <br /> <br />ATTENDANCE <br /> <br />The following Councilmembers were present: Lisa Bist and Alberta Christy <br /> <br />Staff present were: Stephen G. Harding, Executive Director/Planning and Building Agency; Ken <br />Adams, Assistant Director/Planning and Building Agency; Bruce Dunams, Community <br />Preservation Manager; Ben Kaufman, Chief Assistant City Attorney; and Monica Suter, Senior <br />Civil Engineer. <br /> <br />AGENDA ITEMS <br /> <br />1. APPROVAL OF MINUTES - FEBRUARY 24,2004 <br /> <br />Approved by a vote of 2:0 <br /> <br />2. DRAFT MOBILE VENDING PROGRAM <br /> <br />Bruce Dunams presented an update on the progress of the Mobile Vehicle Vending <br />program and ordinance. Items discussed were the on-going meetings with the <br />Produce Vendor's Association, Communication Linkages, and internal city staff. <br />Presentations included the bullet points of the program, which include, establishment <br />of permanent vending stations within the city, establishment of a permit process, <br />which includes safety and cleanliness standards, the formation of an oversight <br />advisory committee, and a revocation process in the event of mobile vehicle vending <br />violations. Also presented were the resources needed to implement the program. <br />Staffing included six positions at a cost of $450,000. Hardscape improvements would <br />also be needed through the Public Works Agency requiring an additional $450,000 <br />outlay. <br /> <br />After extensive discussion, Councilmember Bist requested the item of Mobile Vehicle <br />Vending be placed on the closed session calendar for the second City Council <br />meeting in June. <br /> <br />3. PUBLIC COMMENTS <br /> <br />Evangeline Gawronski inquired as to when the program would be implemented. <br /> <br />Glen Stroud commented that the program would work if modeled after a similar type <br />program currently used in regards to soccer programs. <br /> <br />4.
