<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />OCTOBER 18, 2004 <br />TITLE: <br /> <br />D4a <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT WITH WILLDAN FOR <br />PLAN CHECK SERVICES <br /> <br />CONTINUED TO <br /> <br />- <br /> <br />FILE NUMBER <br /> <br />CITY MANAGER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an agreement with Willdan for plan check <br />services in an amount not to exceed $45,000. <br /> <br />DISCUSSION <br /> <br />Over the past eight years, the City has utilized contracted staffing <br />services to address periodic peaks in service demands and temporary staff <br />shortages. Currently, we are experiencing a backlog in plan check, <br />causing an additional delay of two to three weeks in the processing of <br />plan submissions to Building Safety. In order to eliminate the backlog <br />and maintain a desirable rate of turn-around for our customers, it is <br />recommended that the City contract for part-time plan examiner services <br />to assist at the Public Counter. In addition, the contracted plan <br />examiner will provide additional coverage during the upcoming holidays to <br />ensure backlogs are held at a minimum. <br /> <br />In addition to Willdan, Vandorpe Chou Associates, Inc. was also <br />considered, both having been contracted by the City in the past for <br />inspection services. The available staff at Willdan was far superior for <br />the services required and the hourly rates were comparable at $55 and $50, <br />respectively. This agreement would make available the use of contracted <br />services from Willdan on an "as needed" basis at a rate of $55 per hour. <br /> <br />258-1 <br />
