<br />CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />OCTOBER 18, 2004 <br /> <br />APPROVED <br /> <br />TITLE: <br />ANIMAL SHELTER SERVICES <br />OPERATIONAL AGREEMENT WITH <br />THE COUNTY OF ORANGE <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />,/ <br />11,').' ~ <br /> <br />Q~~~ <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare, and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with the County of <br />Orange, to provide animal care shelter services in an amount not to exceed <br />$232,205. <br /> <br />DISCUSSION <br /> <br />On January 6, 2003, the Council approved actions to transition the operation <br />of the City's animal shelter and related services to the County of Orange <br />Animal Shelter as a contracted service. At that time, City staff evaluated <br />several options to provide animal care shelter services. It was determined <br />that contracting with the Orange County Animal Shelter was the most cost <br />effective means of providing quality service to the City. Since the <br />transition, the Police Department has been pleased with the their level of <br />performance and recommends that the City continue to contract with the <br />County of Orange for these services. <br /> <br />FISCAL IMPACT <br /> <br />The provisional contract amount is $402,947 for FY 04-05. The City will be <br />given a one-time credit of $170,742 from the County due to the reduced <br />number of animals entering the shelter as well as increased revenue from <br />adoptions that offset our costs in FY 02-03. The total adjusted contract <br />amount shall not exceed $232,205. Upon approval of the agreement with the <br />County of Orange, funds will be available in the Police Department Animal <br />Services Contractual Services account (account no. 011-339-6291). <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />~~ <br /> <br />Paul M.
