USE OF FIREARMS Council considered the report
<br />FELONY PUNISHMENT of the Police Chief dated
<br />ASSEMBLY BILL 95 April 30, 1973, and the
<br /> report of the City Attorney
<br />dated May 2, 1973, both concerning the possible support of
<br />California Assembly Bill 95 relating to the punishment for
<br />felonies committed with firearms. The matter had been referred
<br />to staff on April 16, 1973, after Council had considered a
<br />letter from the City of Costa Mesa dated April 5, 1973, requesting
<br />support for the bill.

<br />Councilman Yamamoto's motion to write the California Assembly
<br />indicating Council support of the proposed bill, was seconded
<br />by Councilman Markel, and failed to carry on the following roll
<br />call vote:
<br />
<br />AYES: Yamamoto, Markel, Evans
<br />
<br />NOES: Garthe, Patterson, Ward, Griset
<br />
<br />ABSENT: None (CA 57)
<br />
<br />Councilman Evans' motion to receive and file the letter from the
<br />City of Costa Mesa, was seconded by Councilman Griset, and
<br />unanimously carried.
<br />
<br />AUTOMOBILE EXPENSE Council considered the report
<br />OPTIONAL ALLOWANCE PROGRAM of the City Manager dated
<br /> April 23, 1973, concerning
<br />an optional automobile expense allowance program for certain
<br />employees and a possible monthly automobile expense allowance
<br />for Councilmen.
<br />
<br />The program would be available for the following positions:
<br />City Manager, Assistant City Manager, Assistant to City Manager,
<br />Assistant to City Manager - Community Relations, Director of
<br />Planning, Director of Personnel, Superintendent of Parks, Superin-
<br />tendent of Recreation, City Attorney, Deputy City Attorney,
<br />Assistant City Attorney, Equipment Maintenance Superintendent,
<br />Director of Public Works, Assistant Director of Public Works,
<br />Director of Building Safety and Housing, Police Chief, Fire
<br />Chief, Assistant Fire Chief, Finance Director, Library Director,
<br />Acting Museum Director or Museum Director, and City Clerk.

<br />Councilman Griset's motion to authorize an optional automobile
<br />expense allowance in the amount of $85.00 per month, effective
<br />July 1, 1973, for those positions recommended, was seconded by
<br />Councilman Yamamoto, and carried on the following roll call vote:

<br />
<br />NOES: Markel, Garthe, Evans
<br />
<br />ABSENT: None
<br />
<br />Councilman Griset's motion to authorize the sum of $50.00 per
<br />month to Members of the City Council for travel expense allowance
<br />was seconded by Councilman Ward, and carried on the following
<br />roll call vote:
