MINUTES OF ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />May 11, 1973 <br /> <br />The Adjourned Regular Meeting was called to order by Mayor <br />Jerry M. Patterson at 4:40 P.M., in Room 831 of the City Hall, <br />20 Civic Center Plaza. Evidence of proper Notice of the <br />Meeting was on file with the Clerk of the Council. The <br />following Councilmen responded to roll call: John Garthe, <br />Harry K. Yamamoto, James Ward and Mayor Patterson. Councilman <br />Vernon S. Evans arrived at 4:50 P.M. Councilmen Markel and <br />Griset were absent. Also present were the following staff <br />members, City Manager Bruce C. Spragg, City Attorney James A. <br />Withers, Assistant City Manager Thomas Andrusky, Director of <br />Public Works Ronald Wolford, Director of Planning Charles C. <br />Zimmerman, Fire Chief Eugene Judd, Library Director Howard <br />Samuelson, Park Superintendent Bomo Koral and Recreation <br />Superintendent Eugene Laumeister. <br /> <br />PROPOSED REVENUE The City Manager stated <br />SHARING PROGRAMS that each Department <br /> Head would present his <br />revenue sharing proposal which was contained in the report <br />from the City Manager dated April 25, 1973, and which had been <br />approved in principle by Council at its meeting of May 7, 1973, <br />subject to subsequent modification after the public hearing <br />scheduled to be held during the Council meeting on May 21. <br /> <br />PUBLIC WORKS The Director of Public <br />REVENUE SHARING Works distributed to <br />FUNDS PROJECTS Council a Planned Use <br /> Report of Revenue <br />Sharing Funds for Entitlement Periods #1 through #4, encom- <br />passing (1) parking lot and common-areas improvements in the <br />Civic Center amounting to $487,000; (2) storm drain improve- <br />ment in the amount of $200,000; (3) sanitary sewers improve- <br />ments in the amount of $572,000; and (4) street improvements <br />in the amount of $103,000. <br /> <br />The Director also distributed a report outlining the five-year <br />street improvement, construction only, program, totaling <br />$3,341,000. Using a city map he pointed out the areas involved <br />in all the projects on his recommendation rationale, and re- <br />sponded to specific questions on the recommended projects. <br /> <br />LIBRARY <br />REVENUE SHARING <br />FUND PROJECT <br /> <br />to serve those residents <br />He stated that the total <br />if the funds were approved, <br />in early 1974. <br /> <br />The Library Director <br />described his proposal, <br />the development of a <br />branch library at Newhope <br />in the Western portion of the City. <br />cost would be $432,000; and that <br /> the Library could be in operation <br /> <br />FIRE DEPARTMENT <br />REVENUE SHARING <br />FUNDS PROJECTS <br /> <br />and a drafting pit <br /> <br /> The Fire Chief described <br /> his department's need for <br /> two additional fire sta- <br />tion sites, equipment <br />at the training station, totaling $485,200, <br /> <br />CITY COUNCIL MINUTES 160 MAY 11, 1973 <br /> <br /> <br />
