<br />8 <br /> <br />RESOLUTION NO. 2004-078 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE APPLICATION FOR GRANT <br />FUNDS UNDER THE CALIFORNIA YOUTH SOCCER AND <br />RECREATION DEVELOPMENT PROGRAM UNDER THE <br />CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE <br />NEIGHBORHOOD PARKS, AND COASTAL PROTECTION <br />ACT OF 2002 <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. The people of the State of California have enacted the California Clean <br />Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002, which <br />provides funds to the State of California for grants to eligible applicants; and <br /> <br />8 <br /> <br />B. The California Youth Soccer and Recreation Development Program has <br />been established under the Clean Water Act to provide grant funds to develop new <br />youth soccer, baseball, softball and basketball recreation opportunities. <br /> <br />C. The California Department of Parks and Recreation has been delegated <br />responsibility for the administration of the Youth Soccer and Recreation Development <br />Program, setting up necessary procedures governing project application under the <br />program; and <br /> <br />D. Said procedures established by the California Department of Parks and <br />Recreation, require the City Council to certify by resolution the approval of the <br />Application before submission of said Application to the State. <br /> <br />Section 2. The City Council approves the filing of an application for <br />$1,000,000 in local assistance funds from the Youth Soccer and Recreation <br />Development Program under the California Clean Water, Clean Air, Safe Neighborhood <br />Parks and Coastal Protection Act of 2002, for the installation and reconfiguration of <br />sports fields at Jerome Park; and <br /> <br />Section 3. The City Council certifies that the City has or will have available <br />prior to commencement of any work on the project(s) included in this application, <br />sufficient funds to operate and maintain the project(s); and <br /> <br />8 <br /> <br />Resolution No. 2004-078 <br />Page 1 of 3 <br />
