<br />8 <br /> <br />RESOLUTION NO. 2004-080 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING ABSENCE WITH PAY FOR <br />CITY EMPLOYEES WHO VOLUNTEER TO STAFF <br />POLLING STATIONS FOR THE COUNTY ON ELECTION <br />DAY <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. <br /> <br />On January 8, 2002, the Orange County Board of Supervisors initiated a <br />program in which County employees volunteer to serve as poll workers on <br />Election Day. Its primary objective is to ensure that poll locations <br />throughout Orange County are staffed with a sufficient number of trained <br />poll workers. <br /> <br />8 <br /> <br />B. <br /> <br />On September 1, 2004, the County of Orange Registrar of Voters <br />requested that the City of Santa Ana release City employees in order to <br />allow them to volunteer as poll workers on Election Day to supplement the <br />number of County employees and other poll workers performing election- <br />related duties at polling stations in Orange County. <br /> <br />Section 2. In the interest of upholding its civic responsibilities and in reflection of <br />its position as the largest city in Orange County and the County seat for all government <br />operations, the City Council hereby authorizes the City Manager to develop policies and <br />procedures to allow for the release of City employees on Election Day. These employees <br />will act as volunteer poll workers for the County at polling locations in Orange County. All <br />work releases shall be voluntary and employees will receive their normal salary for the <br />day released without regard to the actual hours the employee spends acting as a <br />volunteer. Employees shall also be released for any mandatory training required of <br />volunteer poll workers. <br /> <br />Section 3. In the interest of maintaining the appearance of impartiality among <br />poll workers, the City requests that the County refrain from assigning any City of Santa <br />Ana employees to polling stations located within the City boundaries for the general <br />election of November 2004, which includes a City initiated measure on the ballot. <br /> <br />8 <br /> <br />Resolution No. 2004-080 <br />Page 1 of 2 <br />
