COMMUNITY SPOTLIGHT <br />BOYS' CLUB OF SANTA ANA <br /> <br />The Mayor acknowledged the <br />Boys' Club of Santa Ana <br />who had been invited to <br />give an oral presentation. <br /> <br />Salvatore F. Rubino, Executive Director of the Boys' Club of <br />Santa Aha, stated that the Club was located at 950 West Highland <br />in the southwest area of the City, and was available to all boys, <br />age ? to 18, for dues of $1.00 per year. He gave a brief history <br />of the club, told of the programs that were available, identified <br />the Board of Directors, and stated that membership averaged <br />1,300 boys per year. <br /> <br />Mr. Rubino suggested to Council the possibility of the formation <br />of a Youth Council and a Youth Council Advisory Board to promote <br />the general welfare of youth, and gave the Clerk his letter <br />dated July 2, 1973, relating to the suggestion. <br /> <br />The Mayor stated that he had recently written a letter to find <br />out more about youth councils; that Council was reaching out in <br />that direction and had expressed interest in what some other <br />cities were doing along those lines. (CA 9.3; CA 140.3) <br /> <br />MOBILE INTENSIVE The Mayor acknowledged <br />CARE PARAMEDICS that Ray Reader, Director <br /> of the Mobile Intensive <br /> Care Paramedics Program, <br />Orange County Medical Center, was in the audience to present a <br />film on the program, however, that a time problem might exist in <br />that Council was required to go into an executive session during <br />the evening. <br /> <br />Councilman Yamamoto's motion to view the film, was seconded bM <br />Councilman Garthe, and carried with Councilman Evans dissenting. <br /> <br />Mr. Reader presented the film, <br />Santa Ana Fire Department were <br />for the program in September. <br /> <br />and stated that nine members of <br />scheduled to begin instruction <br />(CA 64) <br /> <br />the <br /> <br />KNAPP REAPPORTIONMENT Council considered the <br />PLAN report of the Assistant <br />RES. 73-72 to City Manager dated <br /> July 2, 1973, relating <br />to the Knapp Plan for Reapportionment. The report stated that <br />the "Knapp Plan" proposed the reapportionment of congressional <br />districts within the State to prevent gerrymandering for parti- <br />san political purposes or to protect incumbents. <br /> <br />RESOLUTION 73-72, A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ENDORSING THE CRITERIA AND APPROACH OF THE "KNAPP <br />PLAN" AND RECOMMENDING THE CONSIDERATION BY THE SPECIAL Y~STERS <br />AS A REASONABLE ALTERNATIVE TO THE 1972 TEMPORARY CONGRESSIONAL <br />DISTRICTS was adopted on motion of Councilman Griset, seconded <br />by Councilman Garthe, and unanimously carried. <br /> <br />The motion included direction to forward a copy of the resolution <br />to the Special Masters on Reapportionment no later than July 10, <br />1973. <br /> <br />Prior to voting, the Assistant to the City Manager stated that <br />the effect of the Knapp Plan upon the City would be to put all <br />of Santa Ana into the 39th Congressional District. <br /> <br />CITY COUNCIL MINUTES <br /> <br />249 <br /> <br />JULY 2, 1973 <br /> <br /> <br />
