MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 5, 1973 <br /> <br />An Adjourned Regular Meeting of the City Council of the City of <br />Santa Ana was convened in Room 831, City Hall, 20 Civic Center <br />Plaza, at 4:05 P.M., by Vice Mayor Vernon S. Evans, proper <br />Notice and Posting having been accomplished with affidavits on <br />file with the office of the Clerk of the Council. The following <br />Councilmen were present: J. Ogden Markel, John Garthe, Harry <br />K. Yamamoto, James E. Ward and Vice Mayor Vernon S. Evans. <br />Councilman Lorin Griset and Mayor Jerry M. Patterson arrived <br />at 4:10 P.M. <br /> <br />The following staff members were present: City Manager Bruce <br />C. Spragg, City Attorney James A. Withers, Director of Public <br />Works Ronald Wolford, Library Director Howard Samuelson, Superin- <br />tendent of Parks Bomo Koral, Superintendent of Recreation Gene <br />Laumeister, Assistant City Manager Thomas Andrusky, Assistant <br />to the City Manager G. David Tayco, and City Clerk Florence I. <br />Malone. Representatives of the Press, Joe Cordero ("The Regis- <br />ter'') and Wayne Rash ("Orange City News") were also in attendance. <br /> <br />PROPOSED BUDGET <br />1973-1974 <br />SUMMER YOUTH <br />EMPLOYMENT PROGRAM <br /> <br />merit for boys and girls 15 - <br /> <br /> The Council considered <br /> the recommendation of <br /> the staff and the Com- <br /> munity Action Council <br /> to provide summer employ- <br />18 years of age to serve the City <br /> <br />through a program of City clean-up and beautification and to <br />supplement their personal and a family income. The City Manager <br />reported that due to a cutback in federal funding, there are <br />presently only 169 summer youth jobs as opposed to last year's <br />800; that the Community Action Council has approximately 600 <br />applications from City youths for summer employment; and that <br />implementation of a crash summer employment program had been <br />under discussion by the Mayor, representatives of the Community <br />Action Council and City staff. <br /> <br />The City Manager further stated that the City's assessed valua- <br />tion had been greater than estimated and would add $216,235 tax <br />revenue to the Budget without any increase in the $1.35 tax <br />rate; that it now appears assured that there will be at least <br />$200,000 to consider for appropriation and that one of his top <br />priorities would be to increase the contingency reserve. <br /> <br />Mr. Frank Tease and Mr. Alfredo Amezcua, representing the Com- <br />munity Action Council, expressed concern over the number of young <br />people who would be "on the streets" for the summer and requested <br />Council approval of the proposal recommended by City staff and <br />Community Action Council staff. The proposal would require <br />Council approval of a Budget appropriation in the amount of <br />$66,840 to cover wages for 1 Program Director; 20 Group Leaders; <br />and 200 Team members (City resident youth employees); administra- <br />tion and equipment costs, more fully set forth in a "Budget <br />Proposal" distributed to Council by the City Manager. The pro- <br />posal would provide employment and work experience for teenagers, <br />be a source of income to the disadvantaged, and benefit the <br />City, according to the City Manager. <br /> <br />CITY COUNCIL MINUTES <br /> <br />251 JULY 5, 1973 <br /> <br /> <br />
