The Manager stated that a water rate increase would be necessary <br />in order to keep the water system totally self-supporting; and <br />that a recommendation would be submitted to Council within the <br />next several months. Mayor Patterson requested submission of <br />the recommendation in September or October. <br /> <br />Assistant Director of Public Works John Stevens stated that the <br />City is negotiating for appraisal services in conjunction with <br />the proposed purchase of portions of the Garden Grove Water <br />System and the Southern California Water Systems. <br /> <br />Councilman Ward stated his concern that the City is not exhibit- <br />ing leadership in the area of environmental protection and <br />suggested promotion of bicycles and buses in the City and par- <br />ticularly in the Civic Center area. <br /> <br />Mayor Patterson suggested incentive programs for car pools, a <br />shuttle bus and bike racks for the Civic Center area. <br /> <br />Councilman Garthe suggested the establishment of a bus terminal <br />as soon as possible. <br /> <br />The Park Superintendent reported that County action was pending <br />on a request from the City that Centennial Park be classified <br />as a regional park. Mayor Patterson requested that the Recrea- <br />tion and Parks Board and staff provide Council with recommenda- <br />tions and supporting data regarding the use and development of <br />the park. <br /> <br />Council discussed the list of "Unfunded But Highly Desirable <br />Budget Items "on page 189 of the proposed Budget. The <br />City Manager gs~i~ated that the proposed lighting of Rosita Park <br />would amount to $19,500. He stated that the recommended salary <br />increases for department heads would amount to $31,000; that the <br />Orange County Intergovernmental Coordinating Council dues <br />amounted to a total of $5,100 which was $3,400 less than the <br />amount provided. Councilman Ward stated that the I.C.C. vote <br />should be proportionate to the cost of membership and Councilmen <br />Garthe and Evans concurred. Mayor Patterson suggested that the <br />City join for the coming year work toward achieving proportional <br />voting and review the matter before joining for the next fiscal <br />year. <br /> <br />ORANGE COUNTY Councilman Ward's motion <br />INTERGOVERNMENTAL to approve the additional <br />COORDINATING COUNCIL $3,400 needed for Orange <br /> County Intergovernmental <br />Coordinating Council membership, subject to negotiation regarding <br />the amount of fee in relationship to voting strength prior to <br />renewal next year, was seconded by Councilman Evans and carried <br />with Councilman Markel dissenting. <br /> <br />ROSITA PARK <br /> <br />Rosita Park ballfield was <br />unanimously carried. <br /> <br /> Councilman Evans' motion to <br /> approve the addition of <br /> $19,500 to the proposed <br /> Budget for lighting the <br />seconded by Councilman Yamamoto and <br /> <br />DEPARTMENT HEAD <br />SALARIES <br /> <br />Councilman Evans' motion <br />to approve the addition of <br />$31,000 for Department Head <br />salary increases (7 per cent), <br /> <br />CITY COUNCIL MINUTES <br /> <br />254 <br /> <br />JULY 7, 1973 <br /> <br /> <br />
