Reject the bid from Hagemeyer as nonresponsive. <br /> <br />2. Award a contract to Fisher Scientific Company LLC for the purchase <br />of thermal imaging cameras, parts, and accessories in the amount <br />of $159,809.41. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative (UASI) grant from the federal Department of <br />Homeland Security, through the State of California, Office of Homeland <br />Security. The initiative was designed to enhance the domestic <br />preparedness of urban areas by ensuring that all emergency first <br />responders have adequate equipment and systems to prevent, respond to, <br />and recover from acts of terrorism. The grant provides total <br />reimbursement to local agencies for equipment purchases approved and <br />authorized by the federal Office of Domestic Preparedness (ODP). <br /> <br />The Fire Department requires thermal imaging cameras, parts and <br />accessories to aid the firefighters in locating trapped occupants In <br />structure fires that may result from acts of terrorism. The thermal <br />imaging camera is a hand-held device that enhances the ability of <br />firefighters to see in near-zero visibility conditions, adding a degree <br />of safety by decreasing the chances of a firefighter becoming <br />disoriented or lost while in the structure. The camera may also be <br />used to locate small hidden fires using temperature readings shown in <br />the camera's viewfinder thus eliminating the need to open hidden areas <br />of the structure to search for the fire. <br /> <br />22E-1 <br /> <br />CS. 383 <br />
