Roy Uno, 4405 Sunswept Avenue, Interim Chairman of the Human <br />Relations Commission, supported the request for postponement. <br />He stated that they apologized to the staff for having to stay <br />the previous Friday evening to make a presentation at the Human <br />Relations Commission meeting at which there had not been a quorum; <br />that the lack of quorum had developed due to a misunderstanding <br />of expiration dates of terms of office. <br /> <br />Alfredo Amezcua, 933 West Pine, representing the Community Action <br />Council, stated that he understood there was a negative approach <br />to the hiring of an affirmative action coordinator and that his <br />personal feeling was that without a coordinator who knew the field, <br />the plan would not be able to accomplish its objectives. <br /> <br />Richard Petherbridge, 2002 South Artesia, stated that he noted <br />in the City Manager's report dated July 11, 1973, that the Com- <br />mission and staff disagreed on the method for establishment of <br />goals and timetables with which to measure progress of the plan; <br />that the Commission felt the distribution of City population <br />should be the criteria, and staff felt it should be distribution <br />of County workforce population. Mr. Petherbridge favored the <br />former, stating that the makeup of the City was the primary factor <br />to be considered. <br /> <br />Rudy Francis, 3022 South Rene, stated that the City has close <br />to 68% of the County's black population and 25% of the County's <br />Mexican-American population; that the County population certainly <br />should not be the factor for determining minority employment <br />percentages; that he could not see that as a rationale; and <br />requested that Council delay action until new figures were in. <br /> <br />After some discussion, Council continued the public hearing to <br />August 6, 1973, on motion of Councilman Griset, seconded by <br />Councilman Garthe, and unanimously carried. (CA 50.4) <br /> <br />PUBLIC HEARING <br />BUDGET - 1973-74 <br /> <br />year 1973-1974. <br /> <br />The Mayor opened the <br />public hearing on the <br />proposed Budget for <br />Santa Ana for the fiscal <br /> <br />The City Manager stated that there had been five or six budget <br />study sessions which had been open to the public, and that as <br />a result of those and because of the fact that there had been <br />some additional revenues not anticipated at the time the budget <br />was prepared, there were some additions that had been distributed <br />to Council that day that would balance the budget at <br />$32,651,000.00, which was an increase over last year's budget <br />of over $6,000,000.00, mostly in the area of federally furnished <br />funds; that the tax rate of $1.35 would remain the same as it <br />had for the previous three years. <br /> <br />The Mayor stated that Council had reviewed the proposed Budget <br />at some length and would take into consideration the latest <br />additions submitted by the City Manager. <br /> <br />The Clerk reported there were no written communications. <br /> <br />Alfred Amezcua, 933 West Pine, stated that he had gone through <br />the proposed budget and that he would like to take back to his <br />community (Delhi) information concerning improvements to the- park <br />on the corner of Halladay and Warner, particularly a swimming pool. <br /> <br />CITY COUNCIL MINUTES 272 JULY 16, 1973 <br /> <br /> <br />
