As an alternative to court proceedings, hearings are <br />conducted by the City pursuant to the Alternative Abatement Proceedings in <br />accordance with Article VIII of Chapter 17 of the Santa Ana Municipal <br />Code. <br /> <br />For the past eight years, the City has utilized contracted services for <br />nuisance abatement hearings for the Planning and Building Agency. <br />Recently, our hearing officer notified the City that she will not be <br />renewing her contract. In order to continue to provide the option of <br />administrative hearing, it is recommended that the City contract with Ms. <br />Barbara A. Echan of Coastal Mediation Services to provide these services. <br />Ms. Echan, the sole proprietor of the company, has extensive experience <br />as a mediator in areas that include code enforcement, civil matters, and <br />community disputes, as well as District Attorney referred criminal cases. <br /> <br />25F-1 <br />
