The subject resolution would give authorization to any <br />member of the Council desiring to submit or sign an argument for or against <br />the referendum measure. <br /> <br />Whenever any city measure qualifies to be on a ballot, the City Council may <br />direct the City Attorney to prepare an impartial analysis of the measure <br />showing the effect of the measure on the existing law and the operation of <br />the measure. The analysis is printed in the Voter Information Pamphlet <br />preceding the arguments for and against the measure. In the absence of the <br />impartial analysis, the entire text of the ordinance would need to be <br />printed, significantly increasing election costs. <br /> <br />The procedures for filing ballot arguments are detailed in the Elections <br />Code. The Clerk of the Council is recommending that January 4, 2005 be <br />fixed as the date after which no arguments for or against any city measure <br />may be submitted for printing and distribution to the voters. The Election <br />Code procedures, as well as general guidelines for preparing arguments will <br />be provided in a notice prepared by the Clerk of the Council and posted <br />following final adoption of the election ordinance. <br /> <br />FISCAL IMPACT <br /> <br />The County has estimated that the cost of running a special election will <br />be $227,000, based on current voter registration in the City.
