MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />OCTOBER iS, 1973 <br /> <br />An Adjourned Regular Meeting of the City Council of the City of <br />Santa Aha was convened at 12:40 P.M., by Mayor Jerry M. Patterson, <br />in the City Hall Annex, 23 Civic Center Plaza, proper Notice and <br />Posting having been accomplished, with affidavits on file in the <br />office of the Clerk of the Council. The following Councilmen were <br />present: John Garthe, Lorin Griset, J. Ogden Markel, James E. <br />Ward, Harry K. Yamamoto, and Mayor Jerry M. Patterson. Vice <br />Mayor Vernon S. Evans arrived at 1:30 P.M. <br /> <br />The following members of staff were also present: City Manager <br />Bruce C. Spragg, City Attorney James A. Withers, Director of <br />Public Works Ronald Wolford, Director of Planning Charles C. <br />Zimmerman, Recreation Superintendent Gene Laumeister, Director <br />of Building Safety Wendell S. Bril, Assistant City Manager Thomas <br />J. Andrusky, Assistant to the City Manager G. David Tayco, and <br />Clerk of the Council Florence I. Malone. <br /> <br />INFORMAL MEETING The Mayor announced that the <br /> meeting would be informal <br /> with no motions or votes <br /> by Council; that Council <br />would consider first the Summary of Council Referrals which had <br />been continued from October 1, 1973, and then the proposed <br />topics for discussion listed on the Agenda under New Business. <br />With reference to the proposed topics for discussion, the Mayor <br />stated that he would like to add Item 2 H - Santa Aha Sphere of <br />Influence. <br /> <br />SUMMARY OF COUNCIL Council considered the <br />REFERRALS report of the City Manager <br /> entitled "Summaries of <br /> Council Referrals", dated <br />October 11, 1973, which gave a brief capsule of each item and <br />on some items attached an additional report or correspondence. <br /> <br />REFERRAL NO. 1 - UNIFORM <br />~-PPEAL PROCEDURE <br /> <br />The City Attorney described <br />the ordinance which had <br />been drafted to establish <br />uniform appeal procedures for all kinds of permits and licenses <br />issued by the City. He stated that the ordinance would be ready <br />for consideration by Council within sixty days after staff had <br />had an opportunity to thoroughly review it. <br /> <br />In response to a question from Councilman Ward regarding frequency <br />of appeals, the Director of Building Safety and Housing stated <br />that in the past thirteen years there had been only six appeals <br />on building permits; that two of those had been dropped; two <br />had been concluded by Council in favor of the applicants; and <br />two had been concluded by Council with the Building Department's <br />decision upheld. <br /> <br />(Referral No. 1 is to be retained on the Council Referral List <br />with a target completion date of December, 1973.) <br /> <br />CITY COUNCIL MINUTES 364 OCTOBER 15, 1973 <br /> <br /> <br />
