Prior to voting, the consensus of the Councilmen in favor of the <br />new position was that the proposed salary range of 424 was <br />possibly too low to attract a well-qualified person for the <br />position, however, it was agreed that an attempt could be made <br />to fill the position at that salary range. (CA 82.4; CA 50.1) <br /> <br />AGENDA ORDER The Mayor announced that <br /> there had been a request <br /> to continue Item 61 <br /> (Interchange of 17th <br />Street with the Santa Ana Freeway) to the evening, and the <br />item was so continued by informal unanimous consent. <br /> <br />NEWSPAPER VENDING MACHINES Council received and <br /> filed the report of the <br /> City Attorney dated <br /> October 11, 1973, relating <br />to the enforcement of the recently enacted newspaper ordinance, <br />on motion of Councilman Griset, seconded by Councilman Ward, <br />and unanimously carried. <br /> <br />Prior to voting, there was discussion regarding the excessive <br />number of newspaper racks in certain areas of the public right- <br />of-way. <br /> <br />Billy C. Hall, Executive Director of City Center Association, <br />215 West Fourth, requested that Council consider a proposal <br />to require newspapers to deal directly with merchants for place- <br />ment of newspaper racks, with the merchants providing the space, <br />thereby eliminating the overcrowded, unsightly condition of <br />racks on the public right-of-way. (CA 153) <br /> <br />ORAL COMMUNICATIONS Councilman Griset's motion <br />OBSCENITY DEFINITION to express to the Legisla- <br /> tors representing Orange <br /> County in Sacramento <br />that they should encourage legislation to allow local option <br />with regard to the definition of obscenity, was seconded by <br />Councilman Yamamoto, and failed to carry on the following vote: <br /> <br />AYES: Griset, Yamamoto, Garthe <br /> <br />NOES: Markel, Patterson, Evans, Ward <br /> <br />ABSENT: None <br /> <br />During discussion of the motion, the consensus of the dissenting <br />Councilmen was that the standard should be uniform on a state-wide <br />basis for proper enforcement to be achieved.
