ENVIRONMENTAL IMPACT <br />REPORT <br /> <br />The Director of Planning <br />distributed to Council <br />and discussed at length <br />the following documents: <br /> <br />1. A two-page answer to the question "What Is An <br /> Environmental Impact Report?" <br /> <br />A report from the Planning Department dated <br />November 15, 1973, entitled "EIR Procedures <br />Conditional Use Permit 73-9". Attached thereto <br />was a chart delineating the basic procedures <br />followed by the Planning Department in proces- <br />sing the EIR for Conditional Use Permit 73-9. <br /> <br />Rules and Regulations of the City of Santa Ana <br />Implementing the California Environmental Quality <br />Act of 1970. <br /> <br />During the presentation, the meanings of the following acronyms <br />were given: <br /> <br />EIR <br />DEIR <br />FDEIR <br />ENRAC <br />PED <br /> <br />Environmental Impact Report <br />Draft Environmental Impact Report <br />Final Draft Environmental Impact Report <br />Environmental Review Action Committee <br />Preliminary Evaluation Description (form) <br /> <br />The aforementioned documents were received and filed by unanimous <br />informal agreement. (CA 78.5) <br /> <br />ENERGY CRISIS The City Manager stated that <br /> he had appointed an on-going <br /> in-house task force to study <br /> methods to reduce energy <br />use, both motor fuel and electricity, in response to the Presi- <br />dent's call for conservation to avert a national energy crisis. <br /> <br />He distributed to Council a list dated November 19, 1973, of <br />conservation ideas coming from that task force for evaluation <br />by Council. <br /> <br />He requested Council to take action on the recommendation to <br />support legislation for year round daylight saving time, and <br />if not adopted regionally, to change City work hours to 7 A.M. <br /> 4 P.M.; and the recommendation to ban outdoor lighting and <br />fountain displays such as in Civic Center and all other decorative <br />lighting, and to consider an ordinance to ban similar displays <br />in the private sector. <br /> <br />The list was received and filed by unanimous informal agreement. <br /> <br />Councilman Griset stated that more problems might be created <br />than solved if the City were dark and the Police patrol reduced. <br /> <br />The Mayor stated that he would like to see the matter of year- <br />round daylight saving time go on the Council Agenda for December <br />10, 1973. <br /> <br />Councilman Ward stated that he would encourage extra fees to <br />be charged for night games in the stadium and ball parks. <br /> <br />Lloyd Chandler, Area Manager for Santa Ana-Tustin, Southern <br />California Edison Co., 601 Civic Center Drive West, stated <br />that there would probably be some significant legislation coming <br />from Sacramento within the next three months concerning conserva- <br /> <br />CITY COUNCIL MINUTES <br /> <br />424 NOVEMBER 19, 1973 <br /> <br /> <br />
