<br />Statement of Work <br /> <br />The proposal writers are prepared to conduct a ROI study by carefully studying the relevant data <br />and presenting results in a reader fuendly format. The writers understand that the final document <br />will be utilized by the WIB to communicate the effectiveness of the WIB systems in Santa Ana to <br />elected officials both locally and in Washington, DC and to general public. The writers <br />understand that the ROI study will become a marketing tool designed to provide quantifiable <br />assessments of a system that is generally thought to be difficult to quantify. A report will be <br />written that will allow the WIB and the general public to assess the cost effectiveness of this <br />system. The writers will assign real numbers to the various outcomes of the WIB system where <br />feasible and with appropriate cautions. This evaluation will extend the performance results that <br />are published yearly by the WIB. The writers will conduct an ROI study, which will allow the <br />WIB to assess the various benefits the workforce investment system, offers to the community as <br />local members search for employment and seek gainful wages. <br /> <br />The writers understand and agree that the ROI study will need to review and analyze data relating <br />to clients who are enrolled in WIA programs, as well as members ofthe general public that utilize <br />the work center, but do not enroll in WIA programs. The writers understand that funding for the <br />one-stop arises from different federal and local sources, and that this is dependent on which <br />partner the client uses. The writers understand that some clients visit the work center one time, <br />while others visit it several times. The writers also recognize that clients have different <br />expectations regarding the results of visits to the Work Center and that the definition of a <br />successful outcome will vary by client. The writers intend to incorporate these complexities into <br />the ROI study where feasible and as appropriate. <br /> <br />The writers understand that the one-stop offers a multitude of service providers and different <br />partners, and that to determine overall effectiveness, the ROI study must include an assessment of <br />these services. These partners may include the state employment development department and the <br />department of rehabilitation, orange county social services agency, goodwill, and Santa Ana <br />College. These partners provide funds, time and services including counseling, job placement <br />workshops, assistance, training, and support services directed at providing clients with job search <br />and choice assistance. <br /> <br />In order to conduct the ROI study, the WIB will provide performance data on pre-employment <br />and post employment wages of participants enrolled in WIA programs during the study period. <br />Data on client characteristics will also be provided including age, sex, ethnicity, barriers to <br />employment, educational achievement, unemployment and welfare usage, veteran and <br />unemployment status during the period being studied. Additional data will be provided including <br />the general publics' image of the one-stop, the types of services requested and used (including <br />unemployment insurance, internet, CAL ?, phones and faxes), business services (including job <br />orders, on site recruitment and rapid response activities), ethnicity, functional levels, types of <br />industries clients were employed in, and residency. <br />
