County of San Joaquin <br />11.1.1 Proposal Validation Check <br />Each proposal will be checked for the required material and information in conformance <br />with §10 of the RFP. These submittal requirements are obligatory and failure to fully <br />comply may deem the proposal non - responsive. <br />11.1.2 Cost Analysis <br />The purpose of the cost analysis is to ensure that all proposals submitted contain <br />complete and accurate cost information in accordance with this REP. <br />Each proposer's cost schedule will be examined for errors and omissions. Errors or <br />inconsistencies will be resolved according to the procedure contained in §9. <br />11.1.3 Proposal Evaluation <br />The County will evaluate each proposer's proposal in the following manner: <br />❑ An evaluation team will be created with representatives from various Counties <br />and/or Cities. <br />❑ The cost section of the Proposer's proposal will be removed by San Joaquin <br />County's Purchasing Department. The non -cost portion of the proposals will be <br />forwarded to the proposal evaluation team. <br />The responsibility of the REP evaluation committee includes: <br />1. Reviewing and evaluating all proposals received by the response due date and time for <br />completeness and conformance to the proposal specifications contained within this RFP <br />and eliminating those proposals which are found to be non- responsive to the formal RFP <br />requirements; <br />2. Conducting a formal evaluation of each responsive proposal and ranking the proposals in <br />order of merit and benefit to the County using the evaluation criteria contained within this <br />RFP as benchmarks; <br />3. Conducting any reference checks in order to confirm proposal representations; <br />4. Meeting to evaluate, discuss, and reach consensus with regard to final ranking of <br />proposals for contract award; and, <br />5. Issuing a recommendation regarding an award of contract(s). <br />6. At San Joaquin County's sole discretion, 1 to 3 vendors may be awarded contracts. If all <br />proposals received for one of the three anti -virus software manufacturers are deemed not <br />to provide value for the Counties and Cities, that product will not be available for <br />purchase via the contract established by this RFP. <br />17 <br />
