EXHIBIT A <br />SCOPE OF SERVICES <br />DuChesne & Associates, LLC will perform consulting services relating to an in depth <br />operational review and audit of the SAPD Property and Evidence control components to <br />commence on August 4, 2004. <br />Any findings or reports arising out of this review shall be delivered confidentially to the Chief of <br />Police. Contacts between SAPD employees and Consultant shall be determined and arranged by <br />the Chief of Police or his designee. <br />Compensation for services shall be as follows: <br />Consulting fees $75.00 per hour <br />Per diem for food and lodging $145.00 per day <br />Mileage $ .35 per mile <br />Rental car if needed Actual expense (no mileage fee will be charged) <br />Travel To Santa Ana will be either by air from Denver (DIA) to <br />John Wayne Airport (OC) plus ground transportation, or by <br />private vehicle in lieu of air travel. In the latter case <br />charge will be airfare (14 day advance quote) plus ground <br />transportation to and from DIA ($48.00 each way). <br />Expenses Reasonable expenses incurred in completing the services. <br />Fees for the operational review and audit shall in no event exceed $40,000.00. <br />
