REQUEST FOR _ <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: CLERK OF COUNCIL USE ONLY: <br />APRIL 19, 2004 <br />TITLE: <br />AMUMMENT TO AGMEMENT WITH <br />ENVIRIOL,E1101MAL ENGINEERING i <br />CONTRACTING, INC. <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2e° Reading <br />❑ Implementing Resolution <br />❑ Set Public Nearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an amendment to the agreement with <br />Environmental Engineering and Contracting, Inc. in the amount of $50,000 <br />to assist with the development of a sewer system fats, oils and grease <br />00rdinance for a total contract amount not to exceed $293,540. <br />DISCUSSION <br />The California Regional Water Quality Control Board has adopted General <br />Waste Discharge Requirements for .sewage collection agencies in Orange <br />County. A major component of this program is a comprehensive fats, oils <br />and grease (FOG) source control program to reduce the amounts of these <br />substances discharged to the sewer collection system. The City is <br />required to develop and implement a FOG source control program by <br />December 30, 2004. <br />On August 4, 2003, the City Council approved an agreement with <br />Environmental Engineering and Contracting, Inc. (EEC) to perform a FOG <br />characterization study. This study involved the inspection of <br />approximately 500 of the 730 food service establishments (FSE's) in the <br />City to determine the causes of grease accumulation in the sewer <br />collection system. To date, approximately 375 FSE's have been inspected <br />with completion scheduled for June 2004. Data gathered from these <br />inspections also will be used to develop an effective grease control <br />program. <br />Prior to implementation of a FOG source control program, the City must <br />update the municipal code to provide the necessary legal authority. The <br />`legal authority must be adopted by July 30, 2004. <br />,5me.%_-i <br />
