MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 25, 1974 <br /> <br />The meeting was called to order at 12:15 P.M., in Room 831, <br />City Hall, 20 Civic Center Plaza, with the following Council- <br />men present: J. Ogden Markel, John Garthe, Harry K. Yamamoto, <br />Vernon S. Evans, James E. Ward and Mayor Jerry M. Patterson. <br />Councilman Lorin Griset arrived at 12:25 P.M. Also present <br />were City Manager Bruce C. Spragg, City Attorney James A. <br />Withers, Director of Planning Charles C. Zimmerman, Director <br />of Public Works Ronald Wolford, Police Chief Raymond C. Davis, <br />Assistant City Manager Thomas Andrusky and Clerk of the Council <br />Florence I. Malone. <br /> <br />NEIGHBORHOOD VANDALISM Police Chief Davis <br /> reported that Mr. Conway, <br /> Manager of the Villa <br /> Grande Mobile Home Park, <br />adjacent to the Union Hall at 1531 East Chestnut, was satisfied <br />with the information provided regarding the number of police <br />incidents occurring in the area. He further stated that a <br />follow-up to comments by Mrs. Janice Boer and Mr. Oliver P. <br />Jensen at the Council meeting of February 4, 1974, regarding <br />lack of response, had been accomplished satisfactorily; and <br />that programs have been initiated to improve citizen-police <br />telephone dialogue. <br /> <br />Chief Davis reported that malicious mischief is not a major <br />problem in the City; and that there were about 560 such inci- <br />dents in 1973. (CA 47; CA 127) <br /> <br />ENERGY CRISIS The City Manager reported <br /> that the gasoline supply <br /> for City vehicles is <br /> good, but that most <br />gasoline stations in the City are running out of their alloca- <br />tions at the end of the month. <br /> <br />Councilman Ward described the "Hayes-SCAG" Plan which markets <br />gasoline on odd-even system; i.e., if a license plate ends in <br />an odd number, gas for the car can be purchased on odd-numbered <br />days, even license plates purchase on even days. The plan <br />also provides for Sunday closing, posting of hours of operation, <br />daily commercial and emergency vehicle provisions regardless of <br />odd or even license plate. He stated that SCAG is recommending <br />statewide implementation of the system; that its workability <br />depends on its uniform adoption by counties and cities; that <br />local officials should respond and give some direction to the <br />matter to bring order to the chaos and panic; and that in his <br />opinion the City should adopt the plan and refer it to the <br />County and other County cities. (CA 145.5) <br /> <br />EXECUTIVE SESSION At 1:15 P.M.
