I <br />I <br />I <br />I <br />I <br />I <br /> <br />THE PROJECT <br /> <br />The City of Santa Ana receives approximately $13,00,000 in Community <br />Planning and Development (CPD) entitlement funds from the U.S. Department <br />of Housing and Urban Development (HUD). In order to receive these funds, <br />Santa Ana is required to submit a five-year plan that identifies the City's <br />priority housing and community development needs, and program goals and <br />objectives to address these needs. Specific components of the Consolidated <br />Plan include a housing market analysis, housing/homeless and community <br />development needs assessments, a strategic plan, an annual action plan, and <br />a citizen participation plan. The subject Consolidated Plan will cover the time <br />period of July 1, 2005 through June 30, 2010. <br /> <br />The City has issue a Request For Proposals (RFP) from qualified firms to <br />prepare this five-year plan. The City seeks a firm that has extensive <br />experience with federal government regulations related to HUD CPD programs. <br />Firms must have experienced preparing Consolidated Plans and must be <br />knowledgeable in the area of performance measurements. Additionally, firms <br />must have experience in developing disseminating and analyzing community <br />need surveys. Most importantly, the firm must have knowledge of the Santa <br />Ana market. <br /> <br />Mike Linares, Inc. (MLI) has prepared this proposal in response to the RFP <br />issued by the City of Santa Ana Community Development Agency on July 23, <br />2004.
