Mr. Haug stated that it was a fair hearing for the people who <br />were there, but that the voters of the City did not have a <br />hearing; that the study was not complete; and that he had <br />voted against the motion because he had not been ready to make <br />a decision. He added that members of the public who favored <br />City residency might easily have been intimidated and reluctant <br />to state their views because of the number of City employees <br />who were present and opposed to a City residency requirement. <br /> <br />Mr. Mora agreed that many people may have been reluctant to <br />speak because of the number of City employees in the audience <br />who apparently lived outside the City limits; that he is con- <br />cerned with future employees living in the City with some sort <br />of compromise for existing employees who live elsewhere in the <br />County; and that he was in favor of another public hearing. <br /> <br />Councilman Griset's motion, seconded by Mayor Patterson to <br />receive and file the recommendation of the Personnel Board, to <br />continue the present employee residency requirement as contained <br />in Section 9-3 of the Municipal Code and Council Resolution 69-118, <br />failed on the following roll call vote: <br /> <br />AYES: Griset, Patterson <br /> <br />NOES: Markel, Garthe, Yamamoto, Evans, Ward <br /> <br />ABSENT: None <br /> <br />Prior to the vote on the motion, Mr. <br />employee residency is a vital issue <br />and decided by the Council. <br /> <br />Ray Villa stated that <br />that should be resolved <br /> <br />The matter of employees' residency requirement was referred to <br />the Personnel Board for additional study in relation to bene- <br />fits to the City, modified residency, and incentive programs, <br />and subsequent report and recommendation to the Council w~as <br />requested, on motion of Councilman Garthe, seconded by Council- <br />man Yamamoto and carried, with Councilman Evans dissenting. <br /> <br />Prior to the vote on the preceding motion, Councilman Evans <br />stated that he still favored a hearing by Council, and he <br />requested that any tapes of the Personnel Board hearing be <br />made available to him. Councilman Garthe stated that he was <br />opposed to employees living outside the City limits because <br />emergency service should be immediately available. <br /> <br />CIVIC CENTER PARKING <br /> <br />and around the Civic <br /> <br />Center. <br /> <br />Council considered the <br />report dated March 13, 1974, <br />from the Director of Public <br />Works regarding parking in <br /> <br />Councilman Ward stated that the present parking policy is <br />chaotic and discouraging to visitors to the Civic Center; and <br />that some policy revisions are necessary. <br /> <br />Councilman Ward's motion to approve in principle the following <br />recommendations and to refer them to staff for report and recom- <br />mendation prior to a public hearing on the matter, was seconded <br />by Councilman Griset and unanimously carried: <br /> <br />Installation of parking meters in Civic Development <br />(CD) Zone (Santa Aha Blvd., Civic Center Drive, parts <br />of Ross and Flower Streets), exclusive of residential <br />areas; <br /> <br />CITY COUNCIL MINUTES 112 APRIL 1, 1974 <br /> <br /> <br />
