Box 14184, <br /> <br />7 <br /> <br />8 <br /> <br />9 <br /> <br />Orange, California 92863-1584, a public corporation of the State of California (herein referred to as <br /> <br />"AUTHORITY") and the City of Santa Ana, 20 Civic Center Plaza, Santa Ana, California 92701, a <br /> <br />charter city and municipal corporation (herein referred to as "CITY"). <br /> <br />RECITALS: <br /> <br />WHEREAS, AUTHORITY, in cooperation and partnership with California Department of <br /> <br />14 <br /> <br />Transportation (Caltrans), is proposing to implement capacity and operational improvements on <br /> <br />15 <br /> <br />State Route. 22 (SR-22) between State Route 55 (SR-55) in Orange and Interstate 405 (1-405) in <br /> <br />16 <br /> <br />Westminster and Garden Grove, using the design-build method. <br /> <br />The improvements consist of <br /> <br />17 <br /> <br />widening SR-22 to provide a High Occupancy Vehicle (HOV) lane in each direction, and an auxiliary <br /> <br />18 <br /> <br />lane in each direction between Beach Boulevard and Interstate 5, interchange improvements, <br /> <br />19 <br /> <br />soundwalls, and landscaping (herein referred to as "PROJECT'). <br /> <br />20 <br /> <br />WHEREAS, the parties hereto entered into a Memorandum of Understanding (MOU) in April <br /> <br />21 <br /> <br />2003.
