CITY OF SANA ANA <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />Scope of Work <br />Exhibit A <br />Annual Accomplishment Goal <br />Total number of clients anticipated to be served during the 12-month contract period= 2000 PERSONS <br />[I. Total number of unduplicated Santa Ana residents to be served with grant funds during the 12-month contract <br />period = 300 PERSONS <br />[II. Description of Work - in space below, describe the program to be funded during the 12-month contract period <br />including, services to be provided, program goals, client characteristics, & how grant funds will be utilized. <br />Women Helping Women (WHW) assists low-income women transition from dependency to self-sufficiency by <br />providing them with high quality professional clothing for employment interviews and the workplace. The WHW <br />Learning Center provides introductory computer training, job search, and job skill development workshops. Resume <br />Development and job placement services are offered through our Job Developer who is on -site one day each week to <br />,vork individually with WHW clients. Computer classes are offered in English and Spanish. <br />WHW clients are served on a referral basis only; referrals are made from over 225 partnering agencies which <br />.nclude faith -based and community based organizations, colleges, shelters, CalWorks and WIA programs, and Orange <br />-ounty non-profits/human service agencies. WHW is open 6 days per week, and closed Sundays and recognized <br />iolidays. <br />WHW has a dedicated and well trained volunteer team that provides support to staff and assists clients in their <br />shopping experience. Volunteers also serve as workshop leaders, administrative support, and help in managing <br />;lothing donations and inventory management. <br />WHW is staffed with six full-time employees and one part-time employee. Two CalWorks program participants <br />also fulfill their program requirements at WHW. <br />WHW clients represent a cross section of the Orange County community. Using HUD income guidelines, nearly <br />100% of our clients represent the very low income population group; all ethnicities are represented with the highest <br />)ercentage representing Hispanic and Mexican/Chicano communities. <br />Approximately 22% of clients during the last fiscal year were from the city of Santa Ana. <br />We are projecting a growth in Santa Ana clients in 2004-05. WHW is located on a bus route which provides easy <br />access to services for clients using public transportation. <br />It is the goal of WHW to provide an encouraging, caring and nurturing environment for women in transition and to <br />notivate them toward employment goals and job retention. We are aggressively developing new resources and <br />-eferals for clients in order to assist them achieve success in their career plan and to improve their quality of life. We <br />are also strengthening our ties with workforce centers to better serve those who are re-entering the job place due to <br />;conomic challenges, such as retirees and seniors who need to increase income in order to meet basic living needs. <br />Funds generated from the City of Santa Ana CDBG will be used to support the full time position of our Bilingual <br />lothes Closet/Boutique Manager (Program Coordinator Assistant). <br />r'his position includes the daily management of the program activities, managing assigned volunteers, assisting clients, <br />and hosting facility tours of potential donors. <br />
