of any city in Orange County; that the department has insuf- <br />ficent personnel, lower than the average of any city; that <br />his proposed budget has been trimmed in every possible cate- <br />gory, including the proposed transfer of the Animal Control <br />Division to the County, reductions in clerical staff, a 70 <br />per cent reduction in the travel budget for the year; and <br />discontinuance of the School Resource Officer Program. <br /> <br />Miss Deborah R. Moore, lll East Owens Drive, stated that she <br />was opposed to the transfer of the Animal Control operation <br />to the County. <br /> <br />The City Manager stated that the Animal Control Program is <br />funded in the proposed Budget for the first three months of <br />the fiscal year; and that County policy is to provide the <br />service in return for the licensing fee. <br /> <br />RECESS At 5:00 P.M., the <br /> Vice Mayor recessed <br /> the Council meeting <br /> and the Chairman of <br />the Community Redevelopment Agency convened the Adjourned <br />Special Meeting scheduled.
