<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />A <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />DECEMBER 20, 2004 <br />TITLE: <br /> <br />AMENDMENT TO AGREEMENT WITH <br />P & D ENVIRONMENTAL <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />CITY MANAGER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an amendment to the agreement with P <br />& D Environmental in the amount of $10,000 to update the environmental <br />analysis of the French Park Neighborhood Traffic Plan for a total <br />contract amount not to exceed $45,000. <br /> <br />DISCUSSION <br /> <br />As part of the French Park Neighborhood Traffic Plan, a draft mitigated <br />negative declakation was prepared for the project. A legal challenge to <br />the procedural balloting process resulted in the issuance of an <br />injunction, which suspended the project. Due to the length of time since <br />the initial report was prepared, it is now necessary to significantly <br />update the environmental analysis. <br /> <br />On July 6, 2004, the City Council approved an agreement with P & D <br />Environmental to update the environmental analysis of the French Park <br />Neighborhood Traffic Plan. During the preparation of the environmental <br />analysis, it was determined that the scope of the study must be expanded <br />to include other developments in the vicinity in order to have a complete <br />and comprehensive study. Staff recommends that the agreement with P & D <br />Environmental be amended to expand the scope of service to update the <br />French Park Neighborhood Traffic Plan environmental analysis. <br /> <br />25L-1 <br />
