The opponents stated that the City should operate within the
<br />income available, without the imposition of additional taxes;
<br />that a property transfer tax is unfair and is not equally
<br />distributed among the people.

<br />There were no other proponents or opponents, and the Mayor
<br />closed the Public Hearing.
<br />
<br />Council considered Summary of additions and deletions to the
<br />proposed Budget, which was prepared by the City Manager, includ-
<br />ing ORDINANCE NO. NS-1222, providing for a Sanitation Charge.

<br />seconded by Councilman Ward, and carried, with Councilman
