<br />"¡ariance Nos. <br />-=ptember 27, <br />Page 2 <br /> <br />2004-08 and 2004-10 <br />2004 <br /> <br />DISCUSSION <br /> <br />Request of Applicant <br /> <br />Caribou Industries is requesting approval of 12 variances from the Santa <br />Ana Municipal Code (SAMC) for the proposed Orange County Performing Arts <br />Pavilion to be located at 801 North Main Street. Variance No. 2004-08 is <br />to allow the required parking for the office, theater and restaurant to be <br />located off-site. Variance No. 2004-10 is to allow a total of four wall <br />signs and a roof mounted sign with a reader board component. <br /> <br />Property Description <br /> <br />The project site is located on the northeast corner of Main and Eighth <br />Streets. The zoning designation for the site is Midtown Specific Plan <br />(SP-3), with General Plan land use designations of District Center (DC) <br />and Professional and Administrative Offices (PAO). The proposed use is <br />consistent with both General Plan land use designations. Surrounding land <br />.es include a theater and commercial uses to the north; a parking lot, <br />Iti-family residential and a commercial building to the east; and <br />commercial uses to the south and the west (Exhibits 1 and 2) . <br /> <br />The project site is an approximately 0.98 acre, L shaped parcel of land <br />that has street frontage on Main, Bush, Eighth and Ninth Streets. It is <br />developed with a 46,750 square foot, three level building formerly used by <br />Bank of America. The site has 49 on-site parking spaces, with 13 of the <br />stalls assigned via an easement to the adjacent theater use for required <br />parking. As a result, the net number of spaces available at the site is <br />36. <br /> <br />Project Description <br /> <br />Caribou Industries is remodeling the existing vacant bank building to <br />house the proposed Orange County Performing Arts Pavilion. The project <br />consists of converting the main level of the building into a 374-seat <br />theater and an incidental bar that will serve food and drinks to theater <br />patrons. A new entrance foyer at the main level will have elevator and <br />stair access and will serve as the primary entrance to the building. The <br />main entrance to the building will face Bush Street, and the entrance on <br />Main Street will become a secondary pedestrian and loading entrance. Both <br />.i.uilding façades and entries will maintain their pedestrian quality in <br />~mpliance with the Midtown Specific Plan guidelines. <br /> <br />318-21 <br />
