MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 12, 1974 <br /> <br />The. meeting was called to order at 4:12 P.M. by Mayor Jerry M. <br />Patterson. The following Councilmen were present: J. Ogden <br />Markel, John Garthe, Harry K. Yamamoto, James Ward, and Mayor <br />Jerry M. Patterson. Councilman Lorin Griset arrived at 4:14 <br />P.M., and Councilman Vernon S. Evans was absent. Also present <br />were the following members of Staff: City Manager Bruce C. <br />Spragg, City Attorney James A. Withers, and Assistant Clerk <br />of the Council Wanda Schwarze; and a representative of the Press. <br /> <br />READING WAIVED The full reading of <br /> resolutions, the titles <br /> of which appeared on <br /> the public Agenda, <br />was waived on the unanimously carried (6-0) motion of Council- <br />man Griset, seconded by Councilman Ward. <br /> <br />RESOLUTION NO. 74-127 On motion of Councilman <br />MUNICIPAL ELECTION Ward, seconded by Council- <br />FILING OF ARGUMENTS man Griset, and carried <br />BY COUNCIL MEMBERS (5-1), with Councilman <br /> Markel dissenting, Council <br />authorized Mayor Patterson to file written arguments in favor <br />of City measures, Proposition D and Proposition E, to be <br />submitted to the qualified electors of the City on November 5, <br />1974, which arguments may be signed by as many Councilmen as <br />are legally permissible (a maximum of five), who are in favor <br />of the measures. <br /> <br />On motion of Councilman Griset, seconded by Councilman Ward, <br />and unanimously carried (6-0), Councilman Markel was authorzed <br />to file written argument against Proposition E, "Direct Election <br />of Mayor and Division of City into slx Councilmanic Wards <br />Proposal"; no one was authorized to file written argument <br />against Proposition D, "Low-Rent Housing Proposal for Elderly <br />Low-Income Residents"; and RESOLUTION 74-127 - A RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING CERTAIN <br />OF ITS MEMBERS TO FILE WRITTEN ARGUMENTS REGARDING CITY MEA- <br />SURES was adopted. <br /> <br />RESOLUTION NO. 74-128 On motion of Councilman <br />PROPOSED CHARTER Griset, seconded by <br />AMENDMENTS AND Councilman Ward, RESOLU- <br />HOUSING MEASURES TION 74-128 - A RESOLUTION <br /> OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA PROPOSING AMENDMENTS TO THE CHARTER OF <br />THE CITY OF SANTA ANA TO PROVIDE FOR DIVISION OF THE CITY INTO <br />SIX WARDS AND TO PROVIDE FOR DIRECT AT-LARGE ELECTION OF A <br />MAYOR AND TO REQUIRE ADOPTION OF SUCH ORDINANCES AS ARE NECES- <br />SARY TO IMPLEMENT THE AMENDMENTS EFFECTIVE WITH THE MUNICIPAL <br />ELECTION OF APRIL 1, 1975, WHICH CHARTER AMENDMENTS AND <br />HOUSING MEASURE ARE TO BE PROPOSED TO THE ELECTORS OF THE CITY <br />OF SANTA ANA AT ITS SPECIAL MUNICIPAL ELECTION TO BE HELD <br />NOVEMBER 5, 1974 was adopted on the following roll call vote: <br /> <br />CITY COUNCIL MINUTES <br /> <br />297 AUGUST 12, 1974 <br /> <br /> <br />
