<br />We envision that all businesses within the Overlay BID's geographical area would <br />be paying BID members, hence, it is important that a significant majority of <br />business licensees support the Overlay BID's creation. The City would collect and <br />distribute the BID improvement tax dollars to the respective Overlay BID's <br />management who would expend moneys for those purposes consistent with that <br />Overlay BID's Board of Directors directives. The Overlay BID's management <br />would be responsible to the City for its' financial dealings like the former <br />Downtown Santa Ana Business Association's Board of Directors. The two Overlay <br />BIDs would coordinate their respective promotion and special events for <br />maximum effectiveness. <br /> <br />The City Council should act as soon as legally possible to create two Overlay <br />BIDs from the existing Downtown BID with geographical boundaries to be <br />determined. Once the two Overlay BID's boundaries are established, one <br />hundred (100%) percent of the current BID improvement tax should be collected <br />by the City and held in trust until such time as the two Overlay BIDs are <br />operating with functioning Boards of Directors to receive the moneys. <br /> <br />. Miguel, momentum currently exists to resolve Downtown's very long, bitter and <br />divisive BID dispute. There is an almost unanimous consensus amongst <br />Downtown's various special interest groups to end the BID dispute. And perhaps, <br />more importantly, much goodwill now exists for a prompt resolution of this <br />matter.
