combined, would lose $84,000 revenue; that 20 percent of <br />the $84,000 loss would be sustained by the property owners <br />who lease their properties for sign use. <br /> <br />The opponents further stated that the Conditional Use Per- <br />mit requirement is totally objectionable because of addi- <br />tional requirements that may be imposed on the applicant. <br />They suggested that instead of the CUP, Council designate <br />an individual, or City Department, that would be res- <br />ponsible for processing and approving any new billboard <br />sign application; that if the applicant disagreed, he <br />would have the right of appeal to the City Council; that <br />this is the procedure that the City of Long Beach follows <br />and it is a reasonable one; that, in effect, the CUP <br />requirement would prohibit any future billboards because <br />of the cost factor of the Environmental Impact Report <br />requirement. <br /> <br />The opponents also requested that Section 41-619.55 (b) <br />should read: "No new off-premise advertising sign or <br />sign structure may be erected within five hundred feet <br />(500') of an existing ......
