which had been referred to Staff for analysis and recommenda- <br />tion; and (4) County Board of Supervisors' Resolution No. <br />74-1344, supporting Heritage Square Concept and approving <br />Phase I of the proposal. <br /> <br />Council approved Phase I of the Heritage Square Concept, includ- <br />ing the Waffle House and appropriated $14,200 from the Council <br />Contingency Fund for relocation of the Waffle House and land- <br />scaping of the Square, on motion of Councilman Garthe, seconded <br />by Councilman Ward and carried (5-1), with Councilman Markel <br />dissenting. <br /> <br />Council authorized preservation of the Waffle Carriage House <br />(rescinding its previous demolition authorization) subject to <br />posting a cash bond for $5,000 by the Santa Ana Historical <br />Preservation Society, with the Director of Public Works, by <br />October 20, to cover the cost of relocating the Carriage House, <br />on motion of Councilman Evans, seconded by Councilman Ward <br />and carried (5-1) with Councilman Markel dissenting. <br /> <br />Council approved the "Proposal to Preserve and Restore the <br />Waffle House" submitted by the Santa Aha Historical Preserva- <br />tion Society, to the City Council, on June 3, 1974, subject <br />to the recommendation of the Executive Director of the Rede- <br />velopment Agency set forth in paragraph 3 of page 2 of his <br />October 2, 1974 report, on motion of Councilman Evans, seconded <br />by Councilman Garthe, and carried (5-1) with Councilman Markel <br />dissenting. <br /> <br />Council received and filed Orange County Board of Supervisors <br />Resolution 74-1344, supporting the Heritage Square Concept <br />and approving Phase I of the proposal, on the unanimously <br />approved (6-0) motion of Councilman Evans, seconded by Council- <br />man Ward. <br /> <br />The Director of Public Works stated that an agreement between <br />the City and the Historical Preservation Society, to implement <br />Council's action, would be prepared and presented to Council <br />at an early date. <br /> <br />During the Council discussion, the following people spoke in <br />favor of the proposal submitted by the Santa Aha Historical <br />Preservation Society for the preservation of the Waffle House <br />and/or its Carriage House: <br /> <br />Mrs. Betty Biner, 628 East Chestnut; <br />Mr. Gates Burrows, 950 River Lane; <br />Mrs. Weston Walker, 919 North Olive; <br />Mr. Don Dobmeier, Orange County Historical Commission. <br /> <br />(CA 85.1d; CA 85.1e) <br /> <br />ORAL COMMUNICATION Mayor Patterson stated <br />YOUTH COMMISSION that there is a need <br /> for a Youth Commission <br /> in the City that will <br />bring together representatives from the City's highschools <br />to advise the Council in terms of youth affairs and to open <br />communication lines with the City youth. <br /> <br />The possibility of the creation of a Youth Commission was <br />referred to Staff for report and recommendation at an early <br />meeting of the Council, on motion of Mayor Patterson, seconded <br />by Councilman Evans and carried unanimously (6-0).
