COMMUNITY SPOTLIGHT Mr. Stein, representing <br />ORANGE COUNTY ASSOCIATION the Orange County Associa- <br />FOR RETARDED CITIZENS tion for Retarded Citizens, <br /> gave a history resume of <br />the association in Orange County and stated that it is particularly <br />fitting that Council should honor the association on this evening <br />because November is National Retarded Citizens Month. ~e ~t~ted <br />there are6,000,000 mentally retarded children and adults in <br />America, and 1,600 mentally retarded persons in our County. The <br />Association conducts workshops and preschools, He requested an <br />appointment with the appropriate person to talk about receiving <br />a grant for the Association under the Revenue Sharing Fund. Vice <br />Mayor Evans presented a plaque to Mr. Stein honoring the Orange <br />County Association for Retarded Citizens for outstanding services <br />to the Community. (CA 9.3) <br /> <br />PUBLIC HEARING The Public Hearing per- <br />NEGATIVE DECLARATION AND APPEAL taining to Negative <br />NO. 344 - VARIANCE NO. 74-25 Declaration and Appeal <br /> on Variance No. 74-25 <br />was continued to November 18, 1974, at the request of the <br />Appellant, on motion of Councilman Yamamoto, seconded by <br />Councilman Garthe, and unanimously carried (6-0). (CA 13.3) <br /> <br />PUBLIC HEARING The Vice Mayor requested <br />GENERAL PLAN - AMENDMENT TO THE a report by Staff before <br />FLOOD CONTROL AND DRAINAGE PORTION opening the Public Hearing. <br />OF THE CONSERVATION ELEMENT Edward James of the Plan- <br /> ning Staff reported that <br />the proposal is an amendment to the Conservation Element, <br />particularly the section dealing with drainage and flood control; <br />that Staff has been reviewing flood insurance requirements, and <br />that identification of potential flood hazard areas in the City <br />of Santa Ana is necessary prior to any decision by the City <br />regarding the flood insurance program. (CA 78.3e) <br /> <br />The Vice Mayor opened the public hearing and asked if anyone <br />in the audience cared to speak on Item 71. There was no response <br />and the Vice Mayor closed the Public Hearing. <br /> <br />Council deferred a decision until the meeting of November 18, <br />pending additional information from the Staff on motion of <br />Councilman Yamamoto, seconded by Councilman Markel, and unani- <br />mously carried (6-0). <br /> <br />WAFFLE HOUSE The City Attorney orally <br /> reviewed his report dated <br /> October 31 regarding the <br /> status of the Waffle House <br /> relocation project.
