<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JANUARY 18, 2005 <br /> <br />TITLE: <br />PUBLIC HEARING - VARIANCE NO. 2004- <br />07 TO PROVIDE EXCEPTION FROM <br />VARIOUS PROVISIONS OF THE SIGN CODE <br />FOR ORIGINAL MIKE'S RESTAURANT AT <br />100 SOUTH MAIN STREET - CARIBOU <br /> <br /> <br />INDUSãÞ~ <br /> <br />CITY MANAGER <br /> <br />APPROVED <br /> <br />0 As Recommended <br />0 As Amended <br />0 Ordinance on 1st Reading <br />0 Ordinance on 2nd Reading <br />0 Implementing Resolution <br />0 Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />1. <br /> <br />Adopt a resolution denying Variance No. 2004-07 (AI, A2, A3) for Sign <br />No.1 to disallow a sign not located on a primary elevation, <br />installed higher than 20 feet on building and containing slogans; <br />(Cl, C3) for Sign NO.4 to disallow a sign exceeding maximum size of <br />50 square feet and installed higher than 20 feet on building; (D3) <br />for Sign No.5 to disallow a sign exceeding maximum of five words; <br />(F) for Sign NO.7 to disallow a sign containing slogans; (Gl, G2, <br />G3) for Sign No.8 to disallow a sign in excess of one per building <br />elevation, containing slogans and designed as a prohibited cabinet <br />sign; (H) for Sign No.9 to disallow a monument sign containing in <br />excess of the allowed eight items of information; and (I) for Sign <br />No. 10 to disallow a sign above the roof line. <br /> <br />2. <br /> <br />Adopt a resolution approving Variance No. 2004-07 (B) to allow one <br />changeable copy sign as conditioned for Sign Nos. 2 and 3; (C2) to <br />allow the painted wall sign above the ground level of the building as <br />conditioned for Sign No.4; (Dl) to allow the projecting sign to <br />extend more than four feet and (D2) to allow animated lights for Sign <br />No.5; and (E) for Sign No.6 as conditioned. <br /> <br />DISCUSSION <br /> <br />In 1991, the City Council approved a comprehensive reevaluation of the <br />City's sign regulations. The regulations, developed after several <br />meetings with the Santa Ana Chamber of Commerce and various sign company <br />representatives, resulted in a new policy direction regarding signage. <br />Prior to 1991, signage was allowed to act as an advertising forum for <br />businesses with up to eight items of information (with each word and/or <br />symbol representing one item), including business slogans, allowed as <br />signage. The revised regulations considered signage as a method of <br /> <br />75C-1 <br />
