MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 16, 1974 <br /> <br />The meeting was called to order at 2:25 P.M. in the Council <br />Chambers of the City Hall, 22 Civic Center Plaza, with the <br />following Councilmen present: J. Ogden Markel, John Garthe, <br />Harry K. Yamamoto, Vernon S. Evans, James E. Ward, Lorin <br />Griset and Mayor Jerry M. Patterson. Also present were City <br />Manager Bruce C. Spragg, City Attorney James A. Withers, <br />Director of Planning Charles Zimmerman, Director of Public <br />Works Ronald Wolford, Assistant to City Manager - Redevelop- <br />ment Richard Goblirsch, and Clerk of the Council Florence I. <br />Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, Councilman Markel <br />gave the Invocation. <br /> <br />CENTENNIAL PARK Messrs. Ronald Izumita, <br /> Woodward Dike and Fred <br /> Arbuckle, representing <br /> POD, Inc., Landscape <br />Architects, presented slides and commentary regarding the <br />proposed concept for the development of Centennial Park at the <br />corner of Edinger and Fairview. <br /> <br />Councilman Ward stated that the Santa Ana River should be <br />considered for inclusion in the proposal for some type of <br />recreational use. <br /> <br />Councilman Evans stated that one permanent full-size baseball <br />diamond and a soccer field should be considered for inclusion <br />in the proposal. <br /> <br />Mr. Raymond Villa, 2106 North Bristol, supported Councilman <br />Evans' suggestions for a soccer field and baseball diamond. <br /> <br />The City Manager stated that the proposal was very imaginative <br />and responsive to the County regional park designation; that <br />the total cost would be approximately six million dollars; <br />that the park is unique in that it will be nearly self-supporting; <br />that the final design plans will be presented to the City for <br />review prior to the bid call by the County; that the construc- <br />tion program will involve a period of 3 - 5 years; that it will <br />be a County regional park; that the City will establish operat- <br />ing rules and regulations and procedures which cannot be dis- <br />criminatory in any respect. <br /> <br />Council approved in principle and as a matter of policy the <br />recommendations made by the consultants in the presentation, <br />including Council modification suggestlon~; and amtko~zed <br />utilization of this policy direction in future d}~cu~ons <br />with the Harbors, Beaches and Parks Dlst~lct, sn the <br />unanimously carried motion of Councilman 5¥anm~ ~ec~nded <br />by Councilman Griset. <br /> <br />CITY COUNCIL MINUTES 461 DECEMBER 16, 1974 <br /> <br /> <br />
