MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 21, 1974 <br /> <br />The Adjourned RegulRr Meeting of the City Council was <br />called to order at 8:15 A.M., by Mayor Jerry M. Patterson, <br />in Room 831, City Hall, 20 Civic Center Plaza. The Clerk <br />reported the proper Notice and Posting had been accomplished. <br />Following the Pledge of Allegiance, roll call was answered <br />by: Councilmen J. Ogden Markel, John Garthe, Harry K. <br />Yamamoto, Vernon S. Evans, James E. Ward, Lorin Griset and <br />Mayor Jerry M. Patterson. Also present were City Manager <br />Bruce C. Spragg, City Attorney James A. Withers and Clerk <br />of the Council Florence I. Malone. <br /> <br />EXECUTIVE SESSION At 8:20 A.M., the City <br /> Council recessed for an <br /> Executive Session to <br /> consider the appointment <br />of a Councilman to represent Ward 1, due to Congressman-elect <br />Mayor Patterson's resignation, to become effective January 2. <br />Council reconvened at 9:20 A.M., with all members present <br />except Councilman Markel, who had departed during the Executive <br />Session. In addition to the same staff members, Mr. Gordon <br />Bricken, 2424 Oakmont was also present. <br /> <br />RESIGNATION OF MAYOR Mayor Patterson with- <br /> drew his previous <br /> resignation dated <br /> December 16, to become <br />effective January 2, and submitted his resignation dated <br />December 21, 1974, to become immediately effective. He <br />stated that the City Council, without his participation, had <br />reached unanimous agreement, among those present, on the <br />appointment of a Councilman to succeed him as the representative <br />from Ward 1; and that, as he had previously agreed, he was <br />resigning, effective immediately. He then relinguished the <br />gavel to Vice Mayor Evans to proceed with the meeting. <br /> <br />Mayor Patterson's resignation was accepted with great appre- <br />ciation for the services that he has performed for the City <br />during the past six years and with enthusiasm in having the <br />first Congressman from the City of Santa Ana, or from city <br />government in Orange County, representing the people in the <br />Nation's Capitol. The motion of Councilman Ward to accept <br />the resignation was seconded by Councilman Garthe and carried <br />on the following roll call vote: <br /> <br />AYES: Ward, Garthe, Yamamoto, Evans, Griset <br /> <br />NOES: None <br /> <br />ABSENT: Markel <br /> <br />Vice Mayor Evans stated for the record that he had telephoner <br />Councilman Markel at his home and indicated to him that Mayor <br />Patterson would submit his resignation effective immediately; <br />that he had requested the Councilman to return to assist and <br />participate in the potential appointment to Ward 1; and that <br />Councilman Markel had responded to the effect that he had <br />other commitments and that Council should proceed without him. <br />(CA 80) <br /> <br />CITY COUNCIL MINUTES 477 DECEMBER 21, 1974 <br /> <br /> <br />
