MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />January 6, 1975 <br /> <br />The Adjourned Regular Meeting of the City Council was called <br />to order at 1:05 P.M., by Mayor Vernon S. Evans, in Room 831, <br />City Hall, 20 Civic Center Plaza. Proper Notice and Posting <br />of the meeting had been given with affidavits en file in the <br />office of the Clerk of the Council. Pollowing the Pledge of <br />Allegiance, roll call was answered by: Councilmen $. Ogden <br />Markel, John Garthe, Harry K. Yamamoto, Gordon Bricken, James <br />E. Ward, and Mayor Vernon S. Evans. Councilman Lorin Griset <br />arrived at 1:08 P.M. Also present were City Manager Bruce C. <br />Spragg, City Attorney James A. Withers, Director of Public <br />Works Ronald Wolford, Director of Planning Charles C. Zimmer- <br />man, various members of the staff, representatives of the press, <br />and Florence I. Malone, Clerk of the Council. <br /> <br />RAISED MEDIANS ON Mayor Evans announced <br />EXISTING ARTERIAL that staff had prepared <br />STREETS a report and slide pro- <br /> gram dealing with the <br />City's program for the installation of medians on existing <br />arterial streets. <br /> <br />The Director of Public Works stated that there are 425 miles <br />of streets in Santa Ana; that 110 miles are in the master plan <br />of streets; that 66 of the 110 miles are planned to have raised <br />medians; and that at the present time, there are approximately <br />17 miles of landscaped medians in the City. He added that <br />based on current cost estimates, it would require approximately <br />$6,800,000 to construct the remaining 49 miles at an average <br />cost of $139,000 per mile. <br /> <br />Councilman Griset arrived at 1:08 P.M. <br /> <br />Assistant Director of Public Works John Stevens stated that the <br />cost to maintain landscaped medians is approximately $4,000 <br />per mile annually; that when the median program is complete the <br />maintenance cost yearly would be approximately $270,000 or <br />$280,000 annually. Mr. Stevens proceeded with a slide presen~ <br />tation depicting the "state of the art" at the present time. <br />He described the various sizes, types and treatment of medians. <br />that are in use in this City as well as other cities. ~e <br />stated that medians enhance traffic safety as well as the <br />aesthetics, but their construction is costly, their maintenance <br />costs are high, they take land from the tax rolls, and they <br />prevent full access to mid-block property. <br /> <br />Councilman Bricken requested answers to the following questions <br />for the next meeting: <br /> <br />1) Is there any relationship between the type of median <br /> and the screen level required for maintenance? <br /> <br />2) Is there any possibility that uniformity of medians <br /> would permit an advantage in maintenance? <br /> <br />3) Does the size of median affect the choice of the type <br /> of material? <br /> <br />4) What is the range of cost between the highest and <br /> lowest type of median and its maintenance? <br /> <br />CITY COUNCIL MINUTES <br /> <br />JANUARY 6, 1975 <br /> <br /> <br />
